Great point! A fraction of the $151 billion would be better spent on local infrastructure - both highway and railway.

Stephen- bump! Excellent point. Ny area has public transportation system to go from home to all about. I would have to drive or bum a ride to norristown or 30 st station to, in 28 years, get that 37 min trip to ny. I dont know why anyone would take a train and not the hover car, but some people are old fashion.
