Spring City Talks Animal Rules, Main Street Cleanup

An ordinance regarding animal keeping is still being worked on by council and committees.

 

Spring City Borough Council once again discussed an ordinance during Monday's meeting that will regulate the number and types of animals that can be kept in homes and on properties in the borough.

Council talked about the ordinance at last month's meeting. Spring City resident Margaret Hughes has been before council on a few occasions to outline issues she has with a neighbor who has animals.

Councilman Gene Sweeney expressed concerns that limiting "all animals", without specifying which animals, would make it illegal to own multiple "goldfish or guppies or hamsters."

"I have a problem with it being all pets," Sweeney said.

Several other council members agreed.

Councilman Michael Hays reiterated that he feels residents should be allowed to keep chickens if they are raising them for food.

Council agreed to have the Finance and Ordinance committee discuss the ordinance at its next meeting, with the topic of number and types of animals as the focus of the discussion.

"It's a shame we have to legislate good neighboring," Council president Louis DiGuiseppe said.

Council also briefly talked about issues with upkeep on Main Street.

Paul Touhey, husband of Cake Couture owner Megan Touhey, asked council during public comment if anything could be done about the buildings next to him.

"It looks like the windows have been blown out," Touhey said.

DiGuiseppe told Touhey that the matter was an ongoing problem for Code Enforcement, but that it was being worked on.

DiGuiseppe went on to say that he is disappointed with the upkeep problems on Main Street.

"The people of Spring City have paid a fair amouint of money to repair Main Street," DiGuiseppe said. "I don't think it's too much for people who got a few thousand dollars in new sidewalks to go out and pull a few weeds."

Hays said he had noticed the problem, too, and would like to officially discuss the issues at a future council meeting.

Council made the following announcements at the end of the brief meeting:

  • The police department has hired Bryan Kane as a new full-time officer.
  • National Night Out is tomorrow, August 7, at Brown Street Park.
  • The next council meeting will be the first Tuesday in September, September 4, due to the Labor Day holiday.

Those people won't "go out and pull a few weeds," but I see them smoking them most every day, while driving to / from work. Downtown SC has bigger problems than some unwanted vegetation, and it starts with section 8 and ends with drug activity.

Big problems with scum and drugs in the downtown area. cars are broken into every month just for change. i have zero desire to go anywhere near downtown spring city because of the environment it keeps. enforcing codes is big. enforcing laws are big. investing into our community is priceless!!

It's a shame that one person's dislike for their neighbors animals would turn into law for everybody else. If there is a problem with too many animals why not call the SPCA to investigate? If everybody wanted a law for something that their neighbor did then this would be a terrible world. I agree with the problems on Main Street. I lived their more than 30 years ago in an apartment and was afraid to go out to my car at night. It was bad back then. Things have not changed and it has given Spring City a bad name.....not some neighbors animals. I moved out of Spring City close to 30 years ago and have no desire to ever move back....because of the drugs and serious problems that go with them. It's not safe and most people know that. You can make Main Street as pretty as you want but until you get rid of the scum it will always have a bad reputation.

Until we get a full time code enforcement officer with a vested interest... this town will not change. Not one person on council has a clue how many uninspected rentals, code violations, and ordiance violations exist. I could write a book on uncut grass, uninspected cars and commercial trucks on the street. Chickens have taken the spotlight because we have no clue to control a borough.

The problem are the deadbeat landlords who rent to ANYONE with a pulse. spring city's cheap rent and flop houses are very attractive shelters to ex-cons, druggies, and scum of the earth. These landlords should do this town a favor and sell their disgraceful buildings to people who actually want to make a difference, and perhaps run small businesses there. yes, we have lowlifes in Spring City, but the bigger lowlifes are the enablers (aka slumlords)

As a teacher who cares about the home and community my students come from... I wish people would stand up for what is right. The community of Spring-City needs to speak up. I understand the importance of a free market... but I also know there is more to life then "making a buck".

LOL! A local landlord told me just that, 'You can't blame me for making a buck,' when I complained about his drug-dealing tenets. He doesn't live in town, so the rot and decay he attracts doesn't detract from his quality of life. Greed, nothing more, is driving this mess. SC has great potential sitting along the new bike trail, with great connections to area roads.

Good news about limits on pets, just don't limit how many people I can live w/. There are only 37 people in my 2 bedroom apt. so we have a lot more room.
