Montco's Financial Ship Enters Calmer Waters

County's budget in quarter one sounds safe.

Steady as she goes! After fighting rough fiscal seas for the past year featuring $10 million waves of deficit and deep troughs of deferred infrastructure maintenance, Montgomery County’s fiscal ship apparently has come through the worst of the storm and has entered calmer waters. That was the message the commissioners received when Chief Financial Officer Uri Monson delivered his first quarter report for 2013 at the bi-weekly commissioners’ meeting. Monson’s report had three significant highlights: • The county now projects an additional $2.6 million in surplus than was projected on top of the nearly $2.6 million in reserves set aside to grow the county’s fund balance. • This is the first year since 2007 that the fund balance would grow…

The Spring-Ford Area School District Board of Education met for its work session meeting on Monday night at the 10-12 Center. At the meeting, Board President and Tom DiBello reported the finance committee is unofficially projecting a 2-percent tax increase for the 2012-13 budget. "We currently have the working budget down to about $126 million," DiBello said. "Given the amount and changes to revenue, the district is looking at a $1.67 million deficit, which equates to a 2-percent tax increase to cover." DiBello said the committee worked hard after the preliminary budget was comprised, decreasing the deficit from about $5 million. "I want to point out the big expenditures that have increased in district – retirement and appeasers are a $2.2…

Upper Providence Tax Collector Beverly Nohl was audited and mistakes were found.

At Monday night's Spring-Ford Area School District board of education meeting, Board President Tom DiBello reported on finances, including a major concern with the tax collection service to the district. Upper Providence Tax Collector Beverly Nohl was recently audited by the Montgomery County Controller's Office through the Division of Internal Audit for the period of Jan. 1, 2011 - Sept. 30, 2011. "One concern we have to keep our eye on is the Upper Providence Tax Collection," DiBello said. "I talked to our solicitor and he is going to talk to the county controller to discuss. A large portion of money has not been collected, and we haven’t received it yet. This will have a direct impact on the budget. We're going to have to take some type…

A recap of Monday night's board meeting.

At Monday night's board of education meeting, the Spring-Ford Area School District heard committee reports from finance and property. Board President Tom DiBello gave his report on the finance committee meeting, which was held on Feb. 23. At the meeting, a bulk of the time was spent discussing the 2012-13 budget. The board originally approved a preliminary budget of about $130 million back in December. DiBello reported on Monday that the finance committee was able to shave off between $1.5 and $2.3 million, which puts the budget somewhere between $127 and $128 million. DiBello said that number will probably go down more as the committee proceeds. "That’s just the first meeting," DiBello said. "We still have several more review sessions …
