The Spring City Library requested and received final approval for its building project at 248 Broad Street during Monday night's Spring City Borough Council meeting. Following a setback at the December meeting, the library complied with requests from borough council that allowed their approval to go through. The vote was unanimous. Councilman Michael Hays, a member of the library board, told Patch that the next step will be organizing and putting out bids for the project. The library received a $500,000 matching funds grant from the state Redevelopment Assistance Capital Program, giving them a total budget of $1 million. Hays said that the library hopes to break ground "this spring or summer at the latest".

Spring City's Borough Council passed its 2013 budget at Monday night's meeting, and the budget will include an 8.9 percent tax increase for borough residents. The new rate is 4.37 mills, an increase of .36 mills. This means residents will pay $4.37 for every $1000 of their assessed property value, so a hypothetical property valued at $100,000 will pay $437 in taxes. "It will be an increase of between $30 and $36 [per year] for most residents," said borough manager Dennis Rittenhouse. The real estate transfer tax, the occupation privilege tax and the earned income tax rates will stay at 1 percent. Occupational assessments will be 25 mills. 8% really? Time for more cost effective daily management of the borough. I don't see any more services for the 8%. How about code enforcement, visible law enforcement (the new chief is refreshing), and annual rental inspections to fund this 8% increase? When was the last time you got a raise? :) Think voters. The Spring City Borough Council met for its regular meeting on Monday night. Among discussions were the police contract, the resignation of one of the force's full-time officers, the library negotiations, and the website redesign. The new police contract, which runs from Jan. 1, 2012 through Dec. 31, 2014, was approved unanimously at the meeting. Board Member Thomas Kratz reported the negotiations began in Spring 2011, but were put on hold due to personnel complications. The new contract was most recently agreed upon by both parties. Salary increases for full-time officers are scheduled be three percent in 2012, four percent in 2013, and five percent in 2014.
